Display Energy Certificates (DECs)
From 1st October 2008 public sector occupiers of larger buildings, will need to present a Display Energy Certificate (DEC) in a prominent place clearly visible to the public. Click here to find out which of your Public buildings are affected. Action is required now to ensure annual energy performance information is available by 1st October 2008.
A DEC may only be issued by an accredited energy assessor. It shows the energy performance of a building based on actual energy consumption (Operational Rating) as recorded annually over periods up to the last three years . This type of energy certificate needs to be updated each year. The software required to produce a DEC is still in its trial stages by the Communities and Local Government (CLG), and will be available soon. Property managers affected by this law will need to have annual energy meter readings and are advised to start collecting meter readings now to ensure they have sufficient data ready for 1st October 2008.
This obligation was introduced by law and is to be enforced by Trading Standards Officers. The penalty is £500 for failing to display a DEC at all times in a prominent place clearly visible to the public and £1,000 for failing to have possession of a valid Advisory Report. In addition to these penalties, it is still necessary to commission the documents.
